Can anyone confirm that this effect looks different on his/her PC?

The dots seem more like artifacts, then an effect. I wonder if the cryostasis team can confirm if this is part of the game or is it a bug?

I had to keep lowering my game settings to keep my fps at a playable level.

At 800 x 600 the "white dots" appeared so I just think it's mostly just the poor *ice-sparkle* effect at low setting.
